江门110千伏英洲输变电工程竣工环境保护验收公示

根据广东电网有限责任公司江门供电局的申请,江门市环保局拟对《江门110千伏英洲输变电工程》建设项目进行竣工环境保护验收。根据《行政许可法》、《建设项目竣工环境保护验收暂行办法》(国家环境保护部 国环规环评[2017]4)的规定,现将该项目竣工环境保护验收情况公示如下:

一、工程基本情况

广东电网有限责任公司江门供电局《江门110千伏英洲输变电工程》位于江门市新会区会城广东轨道交通产业园区内。110千伏英洲变电站为户内布置,本期新建50MVA主变压器2台。220千伏礼乐变电站扩建3110千伏出线间隔,110千伏都会变电站扩建1110千伏出线间隔。新建及改造110千伏线路如下:

1. 220千伏礼乐站至东区站110千伏线路工程

线路路径长约4.7千米。其中新建同塔4回架空线路长约4×1.1千米(含礼乐站至都会站、至英洲站各一回,备用一回),新建单回电缆线路长约1×1.4千米,新建单回架空线路长约1×0.1千米,利用原有架空线路长约0.5千米,利用原有电缆线路长约1.6千米。

2.220千伏礼乐站至英洲站110千伏线路工程

解口110千伏银东线(N20-N22N28-N29)形成线路全长约5.47千米。其中含礼乐站至东区站同塔4回架空线路长约4×1.1千米中的1回,新建单回电缆线路长约1×1.4千米,新建双回电缆线路长约2×0.47千米(含110千伏银湖站至英洲站电缆线路),改造架空线路长约2×0.5千米,利用已有架空线路长约2千米。

3. 110千伏银湖站至英洲站110千伏线路工程

解口110千伏银东线(N20-N22)形成线路全长5.17千米。其中含220千伏礼乐站至英洲站预留110千伏电缆线路11×0.47千米,利用已有架空线路长约4.7千米。

4. 220千伏礼乐站至都会站110千伏线路工程

线路路径长约6.07千米。其中含220千伏礼乐站至东区站同塔4回架空线路长约4×1.1千米中的1回,新建单回电缆线路长约1×1.4千米,利用已有架空线路长约1×2.6千米,新建单回架空线路长约1×0.1千米,都会站进线段侧新建单回电缆线路长约1×0.47千米,利用已有线路备用横担挂线1回架空线路长约1×0.4千米。

5.改造桂园站至东区站线路长约1×0.1千米。

工程总投资9282.0万元,其中环保投资100.0万元,占总投资的1.08%。工程于20151210日开工建设,20161218日竣工。

二、环境保护执行情况

该项目执行了环境影响评价和环境保护“三同时”管理制度,落实了环境影响报告表及其批复中的各项污染防治措施。工程在规划部门划定范围内建设,周边无自然保护区和风景名胜区,工程落实了防止水土流失措施, 变电站设置了变压器事故油池,运营单位环境保护管理机构健全,环保规章制度较完善。                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                              

三、验收监测结果

1. 噪声环境

验收监测显示:变电站厂界及敏感点环境噪声监测值昼间为53.9-59.4[dBA],夜间为46.9-49.2[dBA]符合《工业企业厂界环境噪声排放标准》(GB12348-20082类标准的限值要求[昼间60dBA),夜间50dBA]和《声环境质量标准》(GB3096-20082类标准的限值要求[昼间60dBA),夜间50dBA]

2.水环境

值班人员产生的生活污水经化粪池处理后排入市政污水管网。

按公开、公正原则,该项目环保验收接受公众监督,现将相关数据资料于2018112日至2018118日在我局网站上公示,我局接受公众来电、来信、来访等多种形式反映问题,我局将对所反映的问题进行调查、核实和处理,并作为环保验收依据之一。
